Group A Fire Alarm Requirements | Assembly Occupancy Code Guide

GROUP A FIRE ALARM REQUIREMENTS: QUICK ANSWER

Under the model International Fire Code (IFC), a Group A assembly occupancy generally requires a manual fire alarm system when the Group A occupant load is 300 or more, or when the Group A occupant load is more than 100 persons above or below the lowest level of exit discharge.

For Group A occupancies with an occupant load of 1,000 or more, fire alarm initiation is generally required to activate an emergency voice/alarm communication system.

Being below 300 occupants does not automatically mean that no fire alarm system is required. Other building conditions, mixed occupancies, sprinkler requirements, special uses, local amendments or other sections of the adopted building and fire codes can still trigger fire alarm, detection, monitoring or notification requirements.
Group A assembly occupancy fire alarm requirements depend on occupant load, location of occupants, building features and the adopted fire and building codes.

What Is a Group A Assembly Occupancy?

Group A occupancies are buildings or spaces used for the gathering of people for purposes such as civic, social, religious, recreational, entertainment, food or drink consumption, or similar assembly activities.

Common examples include restaurants, bars, churches, theaters, banquet halls, auditoriums, gymnasiums, arenas, stadiums and other locations where groups of people assemble.

The International Building Code divides Group A into five primary classifications:

  • Group A-1: Assembly uses typically involving fixed seating for performing arts or motion pictures, such as theaters and concert halls.
  • Group A-2: Assembly uses intended for food and/or drink consumption, such as restaurants, banquet halls, nightclubs and bars.
  • Group A-3: Other assembly uses such as places of religious worship, community halls, museums, libraries and similar gathering spaces.
  • Group A-4: Assembly uses intended for viewing indoor sporting events and activities with spectator seating.
  • Group A-5: Assembly uses intended for participation in or viewing outdoor activities, including certain stadium and grandstand applications.
IMPORTANT:

Do not determine the required fire alarm system from the business name alone.

A restaurant, church, gymnasium, theater or sports facility must first be properly classified under the adopted building code. Occupant load, use of the space and other building conditions then determine which fire alarm provisions apply.

When Is a Fire Alarm System Required in a Group A Occupancy?

The model IFC Group A fire alarm provisions are primarily driven by occupant load and the location of those occupants relative to the lowest level of exit discharge.

Group A With Fewer Than 300 Occupants

If the Group A occupant load is below 300 and there are not more than 100 Group A occupants above or below the lowest level of exit discharge, the Group A classification by itself generally does not trigger the manual fire alarm system requirement found in the Group A provisions.

However, this should never be interpreted as:

"Under 300 people means no fire alarm."

Other requirements can still apply because of the building's sprinkler system, another occupancy within the building, high-rise provisions, special uses, fire protection systems, local amendments or other applicable code sections.

Group A With 300 or More Occupants

Where the Group A occupant load is 300 or more, a manual fire alarm system is generally required.

The required fire alarm system must initiate the occupant notification required by the adopted code.

If the restaurant is classified as a Group A-2 occupancy and has a Group A occupant load of 300 or more, the Group A fire alarm provisions generally trigger a manual fire alarm system.

Always verify the actual approved occupant load and locally adopted code rather than estimating occupancy from the number of tables or seats.

More Than 100 Occupants Above or Below the Lowest Level of Exit Discharge

The 300-person threshold is not the only trigger.

A manual fire alarm system can also be required where the Group A occupant load is more than 100 persons above or below the lowest level of exit discharge.

This requirement is especially important in multistory assembly occupancies.

For example, a Group A space may have fewer than 300 total assembly occupants but still trigger the manual fire alarm requirement because more than 100 Group A occupants are located on an upper or lower level.

When Is Voice Evacuation Required in a Group A Occupancy?

Group A occupancies with an occupant load of 1,000 or more have additional fire alarm requirements involving an emergency voice/alarm communication system.

Rather than relying only on conventional horns or similar audible evacuation appliances, an emergency voice/alarm communication system can provide intelligible voice instructions to occupants.

This is particularly important in large assembly environments where thousands of occupants may need coordinated instructions during an emergency.

Examples can include:

  • Large arenas
  • Major entertainment venues
  • Large convention or assembly facilities
  • Large theaters or auditoriums
  • Other Group A occupancies reaching the applicable occupant-load threshold

The design of the emergency voice/alarm communication system must comply with the applicable IFC/IBC requirements, NFPA 72 and the locally adopted code.

Does a Sprinkler System Eliminate Group A Manual Pull Stations?

This is another area where the wording matters.

Where a Group A building is equipped throughout with an approved automatic sprinkler system, the code provides an exception that can eliminate the requirement for manual fire alarm boxes when sprinkler waterflow activates the occupant notification system throughout the required notification zones.

That does not automatically eliminate the fire alarm system.

It means that the specific requirement for manual fire alarm boxes may be removed when all conditions of the applicable exception are satisfied.

COMMON DESIGN MISTAKE:

"The building is sprinklered, so pull stations are never required."

That statement is too broad.

The applicable exception must be reviewed carefully. The sprinkler system, waterflow initiation, occupant notification arrangement and other conditions must satisfy the adopted code before eliminating manual fire alarm boxes from the design.

Does Group A Require Automatic Smoke Detection?

There is not a blanket model-code rule stating that every Group A occupancy with 300 or more occupants must have complete automatic smoke detection throughout the building.

This is an important distinction.

Automatic smoke detection may still be required because of other systems, equipment or building features.

Examples can include detection associated with:

  • Elevator recall and elevator-related functions
  • Smoke control systems
  • Special locking arrangements where detection is part of the required release sequence
  • Releasing systems
  • Specific control equipment locations where required by NFPA 72
  • Special amusement buildings or other special-use provisions
  • Other building or fire code requirements applicable to the project

Duct smoke detection can also be required by the mechanical and fire protection provisions for applicable HVAC systems.

The important point is that these detectors are required because of the specific system or building condition, not simply because the occupancy is Group A.

What About Smoke Detection Above the Fire Alarm Control Panel?

NFPA 72 contains requirements for protection at certain fire alarm control equipment locations when those areas are not continuously occupied.

That requirement is separate from the Group A occupant-load trigger.

Are Duct Smoke Detectors Required in Group A Occupancies?

Duct smoke detector requirements should not be determined simply from the Group A occupancy classification.

Where duct smoke detection is required for an HVAC system, detector selection, location and operation must comply with the applicable mechanical, building and fire alarm requirements.

A common historical rule of thumb is to associate duct detectors with systems over a particular CFM value. However, modern designs should be checked against the actual adopted mechanical code and the specific HVAC configuration rather than relying on a single universal number.

Group A Fire Alarm Notification Requirements

Once a fire alarm system is required, occupant notification must be designed in accordance with the adopted IFC/IBC requirements and NFPA 72.

The notification design can include:

  • Audible notification appliances
  • Visible notification appliances
  • Speakers for emergency voice/alarm communication
  • Combination speaker/strobes
  • Other listed notification methods permitted for the application

Public Mode Audible Notification

For conventional public-mode audible notification, NFPA 72 generally requires the audible alarm signal to be sufficiently above the ambient sound level so that occupants can hear the alarm.

A commonly applicable public-mode criterion is at least 15 dBA above the average ambient sound level or 5 dBA above the maximum sound level lasting at least 60 seconds, whichever requires the greater sound level.

The complete NFPA 72 audible requirements, maximum permitted sound levels, measurement procedures and any applicable exceptions must also be considered.

Private Mode Is Different

Private-mode notification is intended for applications where the signal is directed primarily to trained personnel responsible for taking emergency action.

It should not be selected simply because achieving public-mode audibility is difficult.

The designer must determine which notification mode is permitted for the specific occupancy and emergency response plan and then apply the corresponding NFPA 72 requirements.

Visible Notification in Group A Occupancies

Where visible notification is required, strobes and other visible notification appliances must be designed in accordance with the applicable accessibility requirements, adopted building/fire code and NFPA 72.

Device location, candela, spacing, room geometry and synchronization all matter.

A Group A occupancy with a required fire alarm system should therefore never be designed by looking only at the occupant-load trigger. The entire notification strategy must be evaluated.

Does a Group A Fire Alarm System Need to Be Monitored?

Where monitoring is required by the adopted IFC, the fire alarm system must transmit the applicable alarm, supervisory and trouble signals in accordance with the required supervising-station provisions and NFPA 72.

Do not assume that every system has identical monitoring requirements simply because the occupancy is Group A. The required fire protection systems and applicable exceptions should be reviewed for the specific project.

Group A-1 Fire Alarm Requirements

Group A-1 commonly includes assembly uses involving fixed seating for performing arts or motion pictures.

Examples can include:

  • Movie theaters
  • Performing arts theaters
  • Concert halls
  • Television and radio studios admitting an audience

Group A-2 Fire Alarm Requirements

Group A-2 occupancies generally involve assembly uses intended for food and/or drink consumption.

For fire alarm purposes, the approved occupant load is extremely important.

A restaurant does not automatically require a manual fire alarm system merely because it is a restaurant. The Group A-2 classification, occupant load, floor location and other applicable building conditions must be evaluated together.

Group A-3 Fire Alarm Requirements

Group A-3 is a broad assembly classification that can include many different gathering spaces.

Examples can include:

  • Places of religious worship
  • Community halls
  • Libraries
  • Museums

  • Other assembly uses not classified elsewhere in Group A

Does a Church Need a Fire Alarm System?

A church or other place of religious worship is commonly classified as Group A-3.

Whether a manual fire alarm system is required depends on the applicable occupant-load and level-of-exit-discharge triggers, along with any other requirements applicable to the building.

Group A-4 Fire Alarm Requirements

Group A-4 generally covers indoor assembly uses intended for viewing sporting events and activities with spectator seating.

Examples can include indoor arenas, spectator gymnasiums and similar facilities.

Large occupant loads can make emergency voice/alarm communication, notification zoning and intelligibility particularly important design considerations.

Group A-5 Fire Alarm Requirements

Group A-5 generally applies to assembly uses involving participation in or viewing outdoor activities.

California Author's Note: Large Public Assembly Facilities

CALIFORNIA-SPECIFIC REQUIREMENT

California contains additional requirements for certain very large public assembly facilities.

California law includes a public-address-system provision for qualifying buildings or structures used for public assembly with an occupant load of 10,000 or more persons.

This should not be presented as a nationwide IFC requirement. It is a California-specific provision and should be verified against the current California Building Standards Code, applicable state law and the local authority having jurisdiction.

California can also amend the model-code requirements for particular assembly or educational uses. Projects in California should therefore be checked against the currently effective California Building Code and California Fire Code in addition to the underlying model-code framework.

Common Group A Fire Alarm Design Mistakes

  • Assuming fewer than 300 occupants means no fire alarm requirements. Other systems and building conditions can still trigger fire alarm requirements.
  • Ignoring occupants above or below the exit-discharge level. More than 100 Group A occupants above or below that level can trigger the manual fire alarm requirement.
  • Assuming sprinklers eliminate the fire alarm system. The sprinkler exception can affect manual fire alarm boxes, but only when the applicable conditions are satisfied.
  • Automatically requiring complete smoke detection because the building is Group A. Group A does not create a blanket complete-smoke-detection requirement.

  1. Question, smoke detectors throughout an A-3 occupancy, are they required in a fully sprinklered building? Have a submittal showing numerous smoke detectors, however, I do not see where they are required in Sunday school rooms, foyers, and sanctuary.

If the facility is equipped with an approved automatic sprinkler system that activates the occupant notification system upon waterflow, the pull stations are not required. If the occupant load is 1000 or more, voice evacuation is required. Note this is based on the International Fire Code. Your jurisdiction may have other requirements.

    1. Based on the International Fire and Building Codes, NO. However I suggest you consult with your local AHJ to determine if they have a local adopted ordinance that override this.

  3. At a business which routinely has more than 500 occupants on a 24hr basis, is it legal to turn off the automatic fire alarm system to prevent all audio and visual indicators that an alarm has been triggered?
